Human tears do not dim the glory of what we look for in hope as the kind of city or world God may bring to us. They are often healing and necessary. Sometimes, as a response to sin, evil and broken-ness they help guide us to a brighter place. But, from another perspctive and different frame of mind, if one approaches this with the eschatological hope of Revelation where God wipes away every tear and establishes a kingdom where there will be no more crying, then this is an appropriate phrase for such a prayer as is this song. It reflects a payer that we may become like the kingdom of God - Thy Kingodm come, Thy will be done on earth as it is in heaven. The phrase immediately after this ine is, "America, America, God mend thine every flaw. Confirm thy soul in self-control, thy liberty in law." Sounds like a prayer for godly accountability to me.
